Plumerias from seed

How should I treat my seedlings this winter. I got the seed from Sun Harbor Nursery in Florida. The pack of seed was from various plants, so I don't have an idea what kind they are. I planted them in June, and they range from 7" to 13" in height. Very healthy looking. Should I just let them go dormant, put them in a southern facing window, or under a grow light. I know that most plumerias do best if allowed to go dormant, but does that include the 1st year. I would really like to get them to bloom as soon as possible so I thought that by giving the a lot of light during the winter I might get them to bloom sooner. I have other plumerias that I bring in and store in the basement, but this is the first time I started them from seed. I live in the Atlanta , Georgia area.
