Plumeria cutting

Hello all. I am new to this group and I do not have a green thumb...it is sort of gray. I joined this group to get advice on a plumeria cutting I was given a while back. It came from Disney World and came with instructions. I have followed those closely. The cutting actually bloomed about 3 weeks after I put in loose soil but the few leaves it got drop before they get to be 2 inches. Instructions tell me to transplant to bigger pot after leaves get to be 5 inches. So yesterday I decided that the plant needed to be transplanted even though the leaves keep dropping, actually that is why I think it needs transplanting. So I move it over and discover that there are zero roots after 5 months or so of trying to get this thing to root. The bottom of the cutting is soggy up to about 3-4 inches, mushy really. Now what? Do I cut the mushy part off and start over? Help! Thanks in advance!
