I would selectively prune not more than 25-33% of the branches 1st week in March. Also consider that all those tips will spread out more next year as they grow out. So new leaves from multiple tips won't be on top of each other.

I generally cut back where needed to open up the tree
or eliminate crossing branches. Standard pruning
techniques seem to work just as well on Plumeria as
anything else.

Keep in mind that you'll probably get multiple new
branches from each cut. I didn't and now I have more
branches than ever. Plan on cutting a few back to
the main trunk this Feb.
