Good grow lights for winter?

Hi guys, temps have fallen below 40 during the night and are around 50 to 60 during the day, so my plumerias are safely inside. They are in front of a south facing sliding glass door and get pretty good sun (They're blooming nicely so they must be getting enough) But some days, it is really stormy out and they don't get much light at all. Can you suggest some good growers lights that are relatively inexpensive and easy to set up and take down? I'd prefer to have the lights right in the kitchen with my plumerias instead of in its own room because they are getting pretty big and heavy. (about up to my waist in their pots)

My dad gave me a fluorescent light that he said would work well but it's not very strong and I don't think its doing much, considering its not a grow light.

I'd rather just keep them awake during the winter because I'm afraid of winterizing them after hearing stories about stem rot.
