Dormancy for Plumerias' First Year

Hello,

I am new to plumerias and new to this forum as well. I have three plumeria cuttings rooted this year and they still have some green leaves on. Somebody told me, don't let the plumerias go dormancy the first year. Is this true?

I live in Tri-valley in North California, which is zone 9. We get lots of heat in summer, but also get frost in winter. I really want to plant them outdoor on the ground. If I try to protect them from frost, like putting the blankets on them when it frosts, will plumerias survive and bloom well next year?
