Top of Plumeria froze

Three years ago the top of this Plumeria froze.
It sprouted back the following spring with three branches.
The branches make leaves.
But, I have not yet gotten any blooms.
It there hope that this plant could bloom again?

Yes it will. When? Who knows. Keep it healthy and feed it good and with luck it will reward you.

Full sun and routine fertilizer application (whatever you are comfortable using) starting in April will help too. Is it in a container or in ground?
