Yes, they start at the base of a leaf node. However, not all that swell like that actually grow into branches. Sometimes you'll see several do that but only the dominant one or two will grow after a few weeks. Looks like your plant already grew its one branch from that old cut.

It seems like the swelling in the picture is growing larger, and there are several other spots that look like they are doing the same thing since the original post. I hope some of them form branches, because right now there is only one.

Jen is right that they might swell and turn into branches especially if you see the nodes starting to swell as you have indicated. You will probably see more activity once it start to break dormancy ( if it has gone dormant) :-)

I looked for a picture for you when I had a problem with the postman and he broke my tree.. So I made a clean cut and sealed. Then I saw the nodes starting to swell and I had three new branches.. This is a pic of the nodes starting to swell.. It might help you
