I need suggestions

I share some common area with my neighbor we have tried to get a wild flower garden going there and have fail. She wants to bring in soil ( which it needs ) and plant Azaleas YUCK!!!! I have asked if I could have some time to come up with a more natural solution. This area has terrible soil is in the full sun is visited by deer and has several wet spots. Right now it is packed with weeds. I am willing to put a little money and a lot of time into this project. Please I need advice and sources for what will grow. I would ideally love to see native grasses and wild flowers there. Thanks for your help.

Perhaps you should mention that 10 out of 10 deer prefer azaleas to native grasses and prairie flowers.

You could start by cutting the weeds, smothering them with paper or cardboard and covering the area with layers of organic material, compost, and mulch so that it is 3-6 inches deep. It will surely look better just with that. This method is often called lasagna gardening because of the use of layers, but whatever you call it, it will kill all or most of the weeds and improve the soil at the same time.

You can then wait to learn more about what species are appropriate to plant, whether you want to start with plugs or seeds, and other useful info. You can also plant right into the garden by digging and amending individual holes. Make sure the weeds can't come through the holes.

I have a similar project and have just started planting winter sowed plants into my 'meadow'.

Depending on how large your area is, will probably determine how you go about it.

It might be nice to include some native shubs that provide berries for a mixed border and more of a screen with your neighbor. There are some great plants that like wet spots, and others that will do great in full sun with less water.

If you choose and plant wisely, it can be very beautiful!

if your willing to spend some money - the fastest way to see results is to use plugs. i've started a nice prairie garden using plugs and then filled it with seeds as i collected more and of course the plants themselves created their own seeds. if you start with seeds its going to take a couple of years to get results. if you start with plugs you may see some flowers in the first year. it just costs more and plugs of local orgin can be hard to find.

Not only the problem/solutions mentioned above, but azaleas don't like full sun or wet soil.

Wet soil in full sun has great opportunities: joe-pye weed, swamp milkweed, swamp sunflower, ironweed, northern sea oats, rush, gentians, pitcher plants, etc.
