Getting neglected pasture back to health

Greetings,

We just purchased property in eastern Colorado with a 5 acre pasture that has been overrun with weeds and has lots of chipped concrete from an abandoned driveway project. We would like to return this pasture to its most natural state. That is, we want the pasture to be healthy enough to allow some retired livestock to graze on for the rest of their days. Should we haul out all the concrete first or can soil be put over it? Should we just put down native grass seeds or do we need to get rid of the weeds first etc... How long should it take for a pasture to get back to optimum health? Thanks!!
