Here in Wisconsin privet is used quite a bit. It grows fairly fast and makes a nice "fence".

I live and design in southern Va. but recently installed a hedgerow of Blue Point Juniper for my mother in law in Wilkes-Barre. Hemlocks would work as well (wish we could grow them here but they don't care for our heat and humidity.) I would suggest a visit to a good, local nursery/landscape company. They should be able to show you several good plants that would fill the bill. Rave's and Dundee Gardens come to mind in that area.

Don't privets need a lot of trimming?

What size(height) blue point junipers did you use? What sort of price and quantity would be needed for a 60' run?

We trim ours once or twice a year, it depends on how "square" you want it to look. I would think for a new fence you wouldn't have to trim it for several years.
