Starting a seed business

I need some help here. I'd like to start a seed business selling by mail order at first. The only problem is I don't know where to begin on the legal side of what is needed to do it. Producing product won't be a problem. What I need to know is where to get information on what is required to be on seed packets, lab testing for seed borne diseases (do I need to do this if I do not claim anything about seed borne pathogens?), choosing a business name and any other legal issues. For starters, I'd rather not jump into hiring a lawyer just yet. That will come with time, but I want to do some preliminary research first.

What types of seed are you planning to sell? That may dictate where to start. I would definitely contact your department of Ag first.

I agree. I expect that seeds need to be inspected and put through germination and weed seed testing before you can put them on the market.
