Cheaper and better than plastic?

Cheaper? No, at least not yet - new technology generally always has a higher cost associated with it at least initially. There can be a substantial savings for the end user - time and therefore labor costs are reduced for the landscaper and there's no associated time or expense for cleaning up and disposing of the plastic pots at a large installation.

And depending on the plants grown in them, they are arguably better than plastic. The roots grow through the paper casing easily, resulting in far less cases of plants becoming pot bound. Water movement is facilitated as well due to the permeability of the casing and better drainage compared to plastic.

And most young plants grown in Elle Pots are still grown in plastic trays, so it's not like we are using less plastic.

They might be cheaper now. Are they cheaper?
