water standing in holes

We have received over 17 inches of rain in the past month, and the groundwater level is way up. We transplanted some plants today and every hole we dug filled halfway up with water. I don't worry so much about transplanting under these conditions, but what about planting new stock into water-logged ground? Not that I haven't done it before, but I wonder if any of you have more experience with this problem. How do you handle it?
