ornamental grass

I've had this ornamental grass in my garden for a few years. It never looked very good, just takes forever to turn green and the old grass from the year before doesn't look very good. Am i doing something wrong or is that the way they are ?

| All our ornamental grasses are trimmed back after they turn brown so that new growth comes in clean. |

| If that's blue fescue (it looks like it), it needs to be divided occasionally. Rake away the dead stuff every spring. |
