ornamental grass

I've had this ornamental grass in my garden for a few years. It never looked very good, just takes forever to turn green and the old grass from the year before doesn't look very good. Am i doing something wrong or is that the way they are ?

All our ornamental grasses are trimmed back after they turn brown so that new growth comes in clean.

If that's blue fescue (it looks like it), it needs to be divided occasionally. Rake away the dead stuff every spring.
