Could be rose sawflies. This happened with some old fashioned yellow shrub roses I was tending. The leaves were skeletonized over 2 days by sawfliy larvae. see link below for more information. Google: sawflies roses.

Thank you both for your answers. Sorry I didn't respond before but grand-babies were visiting and we had to go to Story Land (which wore out grandma!) :)

ginger, I checked the link you gave me and it sounds like it could have been several of the bugs listed. I never saw anything on the leaves though but I will look again. Either I didn't look close enough or they had already moved on maybe? I'm gonna plant them tomorrow and will prune them back and see if they will start growing new shoots because they seem to be at a standstill now.
