Advice needed on a sticky bid situation

I wrote a long description with all the questions I have, but decided in the digital age I just shouldn't put so much identifying information out there in public :( I've saved what I wrote, if anyone is REALLY curious and wants to email me privately.

So I'll just ask two questions:

1. Do you think that it is the Gardener's job, or the Arborist's job, to build and pleach something akin to this?

2. From a fresh installation, as Carpinus fastigiata come straight from the tree farm, what is a fair price to charge for building of the initial structure, and annual maintenance for 8 trees that will end up as a rectangle? They will arrive in the 8-10 foot range and need to be limbed up tall enough to walk under. (If no one here knows the answer, then I guess that answers question #1!)

    I don't think that you will find that kind of work on the short list of tasks accomplished by a trained arborist. jimsonburg has it right.
