How to Extend Bare Root Dormancy

I am starting a mail order nursery and need some advise on storing plants. I would like to order bare root liners in late winter and try to extend their dormancy for as long as possible using coolers so that I can ship them later in the season. I don't know how long I can push the dormancy though. I am mainly looking at storing flowering shrubs.

Temperature and Humidity. Bailey Nurseries in Cottage Grove MN has one of the largest bareroot storage facilities on the globe. It's quite impressive.

Temperature is kept cool, I believe around 37 degrees F. Relative humidity is kept high, over 90%. Extraordinary insulation and mist systems.
