Late turf seeding job... pre-soak seed?

I had a job in late november that we originally gave them an estimate to install sod. However, the client's budget didn't allow for that, so we said we could seed with fescue for much cheaper. When we finally agreed on a plan of action and prices, it was mid november. The last part of the job was to do the seeding of the turf area. I was hoping we'd get enough warm weather to germinate the seed, but we have not. Now what to do? Overseed with Rye seed soaked in warm water? Even if I germinate it, I assume it's not likely to grow much. This is for a job in Atlanta. Any suggestions for how to get this client's grass to sprout this winter? Maybe I spray paint the area green (lol)... Has anyone tried pre-soaking seed to get it sprouted before laying it out in colder weather?
