over-wintering shrub in container

What's the best way to protect shrubs that I can't get into the soil this winter? They are in large black plastic containers. I was going to dump LOTS of mulch on top and around them, but suddenly thought maybe I should first use lots of topsoil. What's best?

Mulching the is the way they did it in nurseries I worked at in Massachusetts and the way they did it at the one I worked at in northern Idaho (a hell of a lot colder).

When you say on top of, I assume you mean on top of the container rather than burying any of the part that is found above ground. You don't want to do that.
