I have rooted a perennial cutting.(a cool sport) It took a long time. I have it indoors under lights. What will happen if it does not go dormant this year, and I plant in outside in the spring? Will it be as healthy?

Healthy yes...It depends on the Genus/Species in some cases it will grow & flower in others it will "stall" not grow or flower till it goes through the cold period.
