When to harvest willow shoots for root growth tea?

I am interested in using willow shoots to use as a root growth mixture for rooting cuttings. I noticed yesterday that the leaves are just starting to emerge on the weeping willows in our area. I noticed a light green hue to the trees from a distance, and on closer inspection, I found 1/2 inch leaves coming out. Is right now a good time to harvest the tips for making the root growth "tea"? I assume the auxin levels are high right now as the foliage has started to grow - am I correct and should I start to cut some shoots now?
