Can cuttings cross-pollinate?

This seems like a silly question, but...

Lots of plants I grow are said to require a partner for good bud set. Examples: symplocos shrub, schisandra vine, various fruit trees. I propagate many of my plants from cuttings, to get more for myself and to give away. Will the new plants works as pollination partners for their "parents," or will they still resist self-pollination?

A lot of commercial plants are grown from cuttings. Does this mean that a whole bunch of one species purchased together may not be interfertile? I have large stands of buddleia and hibiscus syriacus, and had hoped for naturalization. But in spite of warnings about invasiveness, I've never seen a seedling from either species after many years of heavy flowering.
