it might also be a function of how old the cut flowers are.. by the time you try to root them ...

a mum is pretty bulletproof.. so it might not be an issue. ..

Those are grown to have large blooms. All of the buds except the very top one are popped off so that all of the plants energy goes to that one bloom.

I knew someone that got a lot of potted mums from a funeral. She planted them all and she had the most exotic display of mums that I have ever seen. They were not well behaved, tall and needed staking. If you succeed you might get something interesting.

In Japan they grow some interesting displays.
Maybe a Google search will show up a few.

I always treat mums as a perennial plant. Some are quite hardy others are not so, and chosen for that feature.

I cut the tops off in early July, they produce more flowers on shorter stems a little later.

This can be done with many late flowers perennials.
