hydrangea petiolaris/climbing hydrangea

I have a big healthy h.petiolaris (I know there's a new name) that scrambles over a rockwall and ground) I want more to use as a ground cover in another place. If it has rooted in other places on the ground, can they just be clipped off and planted directly in soil? What about tip cuttings? Root in water first, or in planting medium then transplanted.

I also read that h.petiolaris will bloom much sooner if it has been propogated from a cutting that was flowering.

Any other comments?

Marie
