When and how to plant balloon flower/platycodon?

I have a bare root platycodon aka balloon flower. It came in the mail and is in a plastic bag with a bit of soil, no instructions and I'm not sure how or when to plant it (zone 6b, southwestern PA) other than it will need to be re-hydrated for a few hours before I plant it.

this is more of a perennial forum question.. rather than propagation forum ... you might get more answers there ...

regardless.. insert in ground.. roots down.. crown at soil surface depth .... and water... since its sounds like it is fully dormant .. [or dead.. lol .. and you wont know.. until its planted]...

you shouldnt need all that much specific instruction on anything.. just plant it ... it is much better than letting them lay around.. and wonder about it all ..
