black tips on willow leaves

Greetings,

I took numerous hardwood cutting of hakuro nishiki willow, put them in water for a few days till roots just started, then potted them up, placed in a shallow tray with a bit of water, and put them under my seed grow lights. In a few weeks, they had big roots, and many leaves.

Then many started getting black tips on the ends of the leaves.

Is this fungal/disease? Or insufficient roots for the top growth? Soil too wet?

Solutions? Most still seem alive, just sporting a goth look!

Ps-everything was at room temperature, without a plastic cover.
