herb plant propagation

I need to start 250 plants for gifts for wedding guests that will be given to them in 7 weeks from now. I want to use an herb and thought one in the mint family might be ready in time - possibly lemon balm or spearmint. I'm using small clay pots that are about 2 1/2 ". Any suggestions on how to propagate things the fastest way or insights would be much appreciated.

Lemon Balm takes 10-30 days to root & 8-10 weeks to have market size. Spearmint/peppermint takes 10-25 days to root & 5-10 weeks to be market size.
Bottom heat, good light, light fertilization after rooting, keep soil damp not wet will help
