Sago Palm Bonsai

I took a baby (pup) off a Sago Palm which has a long tap root. The pup is about 1" in diameter. I planted root and all in a 4" pot with seed/cutting soil thinking a good root system for bonsai would start. After a sound root system has grown, then I can cut the tap root short and start training it for Bonsai. I would like to know if my thinking is correct. Thanks
