There are over 900 Salvias in cultivation. You don't say where your salvias are growing. Are they in containers? I like my salvias to be well rooted in one gallon containers before planting them in the garden. They will do well from four inch pots to the garden if your garden is in a protected area. The amount of leaf growth is not always an indication of root growth. If they do not wilt when a tent is removed or misting is stopped they will probably have roots but I would wait until I can slip the plant from the pot and see the roots before planting in the garden.
