Can you root Flowering Dogwood: steeping it below the graft-union

Hi,

Can you get flowering dogwood (Cornus florida) on it's own roots by steeping it so that the graft-union is buried? Will it sprout roots causing the understock to rot-away and be replaced by the new root system, or will it die?
