Sweet potato leaves underwater

I am attempting to grow sweet potatoes in glass jars filled with water. Today I noticed some leaf growth but it was all under the water! In all the literature I read the leaves are suppost to sprout over the water, not under. I am worried that they may drown. Please tell me if this is normal and I should just leave it as is or if I need to transplant. They aren't even an inch long.

This is my first time growing sweet potatoes, and advice would be appreciated.

not "normal" need to lift the potato so the leaves are above the water line.... with some othe potato & new roots below the water line.
