Is early may to early for apple tree grafting?

I have one 2 foot apple tree rootstock grown from a seed with no buds right now. And I have a good apple tree thats around 15 feet that already started to grow leaves for this year. Some of the small branches haven't budded yet on the good tree so could I cut some scions for the unknown variety tree or is it too late in season?
