Does anybody know if a sugar maple, or any other kind of maple can be grafted onto silver maple root stock?

i don't see why not, but i've never done it.

My question is why would you want to do that? We usually graft a preferred species on a root stock with beneficial characteristics. Silver Maple roots are among the most obnoxious in the urban and suburban forest.
