Position of cutting determines years to bare

I know the position on the tree where you take a citrus cutting for grafting determines the time it takes for the new tree to bare fruit. IE: a cutting taken at the top of the tree and grafted will produce sooner (sometimes years sooner) than a cutting taken from the bottom of the tree grafted on the same type of rootstock.

Does this hold for all grafted trees? What about cuttings that are self rooted?
