Best methods at this time of year

I am in charge of a Charity plant sale next May for Children Hospital Boston sponsored by Costco. I have a goal of $10,000.00 US to raise in May 2010. To do that I figure I need 2500 perennials. I am going to Winter Sow the annuals and do the veggies under-lights for a total of 5000.00 plants. I am trying to recruit some other to help me grow it all...but so far I have had very few takers...

I had intended to sow them all the perennials this summer//but a car accident has severely put me behind schedule. I am thankfully feeling better..but I am running out of summer to work with here

Is it too late to sow so it will be a 2nd season possibly blooming plant next May( end of May ) I am in Southeastern MA Near Fall river.

If it is too late to sow what other methods are good for producing a plant that can be overwintered outside in a 3" pot heeled in to the soil and topped with shredded leaves.
