How to gel this?

I want to order a liquid rooting hormone but want to turn it into a gel instead of liquid when I dilute it. I should probably use agar, right? But I have no idea what kind to use. I don't think gelatin would be a good idea because it would make things moldy. Or would it? What do you suggest? Anybody done this before?

I usually purchase the form (Powder, liquid, gel) I need without trying to modify the medium..... I do purchase the stronges available strength & then dilute to strength I need
