Potting Soil Pests

I am growing some herbs in soil and was wondering what the bugs are I see scurrying around in the soil. They are small, black flies. The are weak fliers and prefer to run around. Are they fungus gnats? They almost look like winged carpenter ants but they're smaller and only have what seems to be two sections and small, oval shaped, thin wings. Also, if I keep this plant any longer indoors, do I risk infesting my home with these bugs? Maybe next time I will look into soil-less growing or hydroponics. I used hyponex potting soil (mixed it with peat and extra perlite too) which might have lots of bug eggs and larvae in it.
