If you are going to start now then will need a heated location with "good light" the soil temp should be 60 F (use a heating mat)& the air temp may be 55F
Roses are easy use any cutting apply 0.1% IBA (rooting Hormone) stick in well drained soil & mist. Hydrangeas are harder use 0.8% IBA etc.....

In my zone they will do OK outside once rooted. Not sure about zone 7 check locally. Al

I think for the Hydrangea it is too late. They decrease in success rate the more firm the cutting wood is. What you could do is take a hardwood cutting 1-2 months before the foliage emerges and stick the cutting in the ground, but I would wait until spring, you would get better success and a lot more cuttings. The Roses should work fine though.

I have better luck with roses propagating them in fall. I take clipping, dip in rooting hormone, stick in ground, and then cover it with a plastic 2 liter drink bottle without the cap and pull a little mulch around the bottle. I am in zone 6.

I take hydrangea cuttings both in fall and spring. In fall I take the tops that I cut off, some I save the dry blossoms for a vase. The cuttings have usually 2-3 nodes, with the top 4 leaves. I stick them in potting soil, and keep them under the apple tree all winter. I usually put 5 cuttings in a gal. pot. I have a lot of hydrangea bushes from this, and have given many plants away when they were 2 yr. old. I just keep them in a sheltered spot, be sure they are kept in damp or wet soil, and I think my success rate is 75%. Which is not bad considering, the cuttings would be tossed away when I pruned. I don't prune heavily in winter though, just enough to keep the heavy blossoms from breaking down the plant stems if we have snow.
