Do roots grow when the tree is dormant

I have rooted 4 gingko biloba trees. They are in 5 gallon pots. I am wondering if it is better to plant them in the fall or leave them in the pots. To that end, I am wondering if the roots will continue to grow once the trees have dropped their leaves.

If the roots grow, I figure it is better to plant them. That way they can get well-established over the winter. If the roots also go dormant, I figure that I am better off keeping them in the pots. I can move them to a sheltered area and keep a better eye on them.
