crepe myrtle rooting

Hello, I am new to this forum - found it in a search and thought maybe someone could help me with my question. My neighbor trimmed a few branches from her CM this morning and I was wondering if I put the cuttings in water and root stimulant will they root enough to plant in the ground? They still have some bloom on them so would it be better to try to get seeds? Thank you for any help you can give me!

I wouldn't put them in water.
