When to take seedlings out.

Hi,

Beginner question. How big does a seedling have to be before it is taken out of the tray and put in a pot. I have problems with the small seeds, the ones you just sprinkle on the surface and let grow. These ones (specifically vireya rhododendrons) are really tiny and they don't seem to be growing that well. They're about 3mm wide, if that, with two r three tiny leaves but they've been like this for a long time, about two seasons. Should I wait or try to plant them in pots because they're not doing anything but still alive by the looks of it? I did the common thing, surface sown, plastic on top to hold moisture, then plastic off when germinated. Now they're just sitting there.
