Several things can be said about that situation. Three of them:

1) We tend to think that seeds were good if they sprouted. But that is not good enough.
They must contain the wherewithall to produce good plants.
I have had seeds ALL of whose seedlings stalled as you describe,
and NEVER progressed.

2) Very many times, both with seedlings and with all sizes, I have found that transplantation immediately kicks a reluctant plant into gear,
even using the same type of medium and in same conditions.

3) More often, however, I change the medium type
(in which case it is unknown whether the subsequent growth resulted from transplantation, or medium, or both).

I think the problem is mainly the fact that they don't get big enough to transplant, they stall before I can transplant and I don't know how to look after them beyond that point. So, do you think if they've stalled it's not worth worrying about and just throw them out? It's funny, I grew cannas from seed too and they sprout so easy but I forgot to take them out early enough and they haven't grown much at all even though they look pretty healthy. I did, however, take the biggest one out much earlier and it looks like a monster now. So, yeah, your second point is important but, at this stage of my experience in growing seed, I not sure of the timing of it. I might try and take a photo.

I never hesitate to transplant regardless of size.
( I allow recovery time between multiple transplantations of the same individuals.)

Remove each with transplantation in mind,
and either keep or discard on basis of state of roots.
