The two procedures are NOT the same. in grafting a "bud" is "attached" to the trunk/ of a tree & the bud becomes a part of the tree & grows into the desired plant
Air Layering on the limb several aproaches are use ... the end result is that root form on the tip part of the branch which is then removed & planted......
yes both result in plants with the same genes as the parent.
