Low light should not be a problem with dormant cuttings until foliage grows. The lower temperatures of 40 to 60 degrees should be OK. As dormant cuttings are largely or completely covered with soil, unless your winter humidity is low, unlikely at low temperatures in winter wet Oregon, covering should not be required. Your post is encouraging. I want to propogate a bunch of Viburnum davidii, creeping Stjohnswort, vinca minor, metasequoia, blueberries, quince, forsythia, rhododendron, roses.

I plan to keep them covered. Some books say to leave a leaf or two on the evergreens.

I would think the biggest concern if covered might be fungus.

I have tried various sterilizing techniques and have never found one that is completely satisfactory to recommend generically for a variety of plants.

How about using a weak fungicide from the outset?
