leeks - do replanted roots generate 1rst of 2nd yr plants?

| As we use our leeks, I have been replanting the roots in a new bed. Within a week the new leeks are 6" tall. My question is, do the newly planted roots think they're starting their first year or, being a biennial, do they think they're starting their second year? I'll know next year but I'd really like to know now. I'm wondering if quality will be affected. If they think it's their first year, couldn't one have a truly permanent leek bed?

| I don't know the technical answer, but I've maintained permanent leek beds using replanted bases and side shoots for many years. The smaller plants from the cut bases did not try to bloom. |
