Roses Unlimited Extra $4.00 Charge Per Rose Plant

I have not ordered from Roses Unlimited, but inquired about some roses that I'd like to buy recently. They charge an additional $4.00 on top of their $17/$18 for EACH plant then $5.00 handling. Just seems expensive after the $4.00 addition adding up to $21 for each rose plant. I have ordered from other rose venders, but just would like to hear from others in re of their concern, if any, the addition all per plant.
