establish new sideyard with perennials I have to divide.

We bought a big lot beside us. We graded it and I do want to plant perennials on a long bank. Our zone is 6b. I do have a big established perennial flower bed. My question is: can I divide and replant my existing plants in fall or should I wait till spring. The plants I want to divide/plant are:
ornamental grasses, i.e. Karl Foerster and Zebra grass, Ostrich fern, sedum autumn joy, crocosmia, bee balm, lambs ear, rose campion, purple coneflower, black eyed susan, hot poker. Also some bushes: barberry, pieris japonica valley rose, rhinegold arborvitae.
I am not sure if fall would be a good idea since the winter can get pretty harsh in the mountains of NC. Any expert advice will be greatly appreciated!
