Converting a flower garden into shrubbery

Hello,
Shortly after moving into our home (which had a meticulously maintained flower garden), my wife and I realized that were were not gardeners. Now the flower garden is a weed bed with some pretty flowers poking through. What we were hoping to do was convert the whole thing into bushes/shrubbery, but don't know the best way to eliminate the existing flowers to make sure they don't come back.

The original plan was to:
- Herbicide the garden (nothing's growing yet)
- One week after herbicide, use a rototiller on the garden, mix in fertilizer.
- Two weeks after herbicide, plant shrubs/bushes.

Does this make sense? Thanks. -B

well, I'm very late, but...
I wouldn't use an herbicide.

Just till the bed, wait a few weeks for weed seeds to sprout, till again, & plant.
