Rocks in Soil

There are a ton of rocks in the flower bed in front of my house. You can see how pitiful the azaleas are. My uncle said that the rocks help the drainage, but I want to know if that is really true. I searched on Google, but I didn't find any supporting research. Does anyone know of a good reason to have rocks in my flower bed or do I need to begin digging them out tomorrow?

I'm wondering if the azalea isn't suffering from chlorosis due to too much lime in the soil. This could be caused by limestone rocks, mortor in the bricks, or sidewalk & foundation concrete. Please check out the site below:
