Flower bed restoration - Can you dig it?

Good morning,

I am wanting to restore a very dated and over-run flower bed and am finding landscaping companies too high for my budget. First of all, the bed has been taken over by liriope muscari which has been established since the late 80's. From what I've heard/read the only effective way to get rid of it is to dig it up. The area also has mulch and volcano rock (also from the 80's) which makes it a very hard surface. Can anyone give me some tips on the best way to attack the beast to make sure I get the liriope roots? Thanks!
