how to fix a 'row' of shrubs- for more interest

We just bought our 8 yr old house in November. The previous owners planted a 150 foot row of wigela & lilacs about 12 feet in from the property line. There are also two sugar maples planted in the row of shrubs. The shrubs are well established so moving them would be too much work and I don't know that they would survive. They are about 6 feet tall and 3-4 feet wide each. I can't put my finger on it but there is something undesirable about the way the row looks and it needs help. They also put that weed netting under the shrubs edged with black rubber edging and put a thin dressing of mulch ( I'll attempt to add a picture)

We live in a no fence allowed subdivision and I really hate how the "soliders" look and thought about planting staggered thuja green giants behind the row to make it look less odd and I also thought I should widen the beds behind and in front of the row of trees so there are curves and to allow for some perennials annuals in front.

I could really use some more suggestions to help this area out.
